Vice President Sara Duterte, former president Rodrigo Duterte, and Davao Rep. Paolo Duterte are among the most preferred potential candidates of voters who identified as administration supporters for the presidential and senatorial races, public opinion research firm WR Numero reported.

In its inaugural Philippine Public Opinion Monitor (The Opinion Monitor), WR Numero found that 44.2% of administration supporters would vote for Vice President Sara Duterte if the 2028 presidential elections were held in December 2023 (See Figure 1). 

The vice president also led among independent voters (30.7%) and unsure voters (30.9%), but ranked third among opposition supporters (17.5%) (See Figure 1).

The Opinion Monitor asked respondents to self-identify their partisanship, particularly whether they consider themselves as an Administration Supporter, Opposition Supporter, Independent, or Unsure. 

In the same survey, it was revealed that former president Duterte is the top senatorial bet of administration supporters (56.30%) when asked who they vote for if the 2025 midterm elections were conducted in December 2023. His son, Davao City Rep. Duterte also made it in the list of top prospective candidates of this voter segment at 26.92% (See Figure 2).

Also in the top senatorial bets of administration supporters are ACT-CIS Rep. Erwin Tulfo (53.09%), Senator Imee Marcos (50.17%), former senate president Vicente Sotto III (45.03%), Senators Ronald Dela Rosa (42.37%), Christopher Go (35.84%), Pia Cayetano (33.87%) and Ramon Revilla, Jr. (33.31%), former senator Panfilo Lacson (31.37%), and former senator Francis Pangilinan (24.68%) (See Figure 2). 

When asked which candidate they would vote for sure in 2025, former president Duterte also emerged as the top senatorial candidate of administration supporters at 38.82%, followed by Tulfo (32.08%) and Marcos (24.85%) (See Figure 3).  

This nationally-representative survey is conducted face-to-face every quarter among 1,457 Filipino adults, aged 18 years old and above, across the country between 24 November and 24 December 2023. The nationwide survey has a ± 3% error margin at the 99% confidence level. At the sub-national level, the estimates for error margin are ± 9% for the National Capital Region, ± 5% for the rest of Luzon, ± 8% for Visayas, and ± 7% for Mindanao at a similar 99% confidence level. No individual or entity, partisan or otherwise, has singularly commissioned the independent survey.

These findings form part of WR Numero’s flagship public opinion research initiative, the Philippine Public Opinion Monitor on the WR Numero website (www.wrnumero.com). The Opinion Monitor aims to further enrich the Philippine polling landscape by pioneering a survey design that focuses on tracking Filipino voters’ political attitudes and preferences according to partisanship and voter type. This innovation introduces novel demographic groupings that matter most to understanding and analyzing trends in political and social behavior. It also gives attention to new demographic groups, such as different age groups (youth, adult, and senior) and genders (heterosexual, LGBTQIA+, etc.)
